The Open Space Committee is an advisory committee appointed by the Town Board on August 13, 2003. 

The Committee is charged with working with Town officials on:

1. Initiating public education and support activities;

2. Developing Town funding sources for the acquisition and protection of open space parcels;

3. Exploring other possible sources of public and private funds;

4. Maintaining contact with State, County, and local organizations promoting land conservation; and

5. Developing procedures for applying the protective techniques for open space preservation identified in the Report of the Town of North Castle Open Space Study Committee, June 2003, and working with Town officials to apply these techniques to each parcel.

OSC Criteria For Identifying and Prioritizing Properties
for Potential Open Space Acquisition
Adopted by OSC on November 2, 2005

  • Presence of wetlands, lakes, ponds, streams and other water bodies on the property
  • The impact of the property on wetlands and water bodies on adjacent lands
  • Presence of steep slopes
  • Location of property within an area identified as environmentally sensitive 
  • Presence of habitats and role property plays as part of a nature corridor
  • Presence of adjacent or nearby parcels of existing preserved land
  • Historical significance of property and structures on property and presence of adjacent or nearby property of historical significance
  • Recreational opportunities and presence of adjacent or nearby property with recreational opportunities (for example: the ability for hiking trails on one piece of property to be connected with trails on adjacent property)
  • Scenic significance including reclamation of environmentally compromised areas and visually blighted areas
  • Presence of old growth trees and forests
  • Development potential of property
