Town Clerk’s Office

The Town Clerk’s Office is the gateway to government and the hub of the Town's administrative system.  It is often the initial source of information about the Town, serving residents and visitors in person at the office, over the telephone, on the Town’s web site, and through our cable channel in Armonk, CTV 20.  In addition, the Town Clerk’s Office publishes periodic newsletters which are mailed to residents.

Role of the Town Clerk

  • Recording Secretary for Town Board – Prepares Town Board agenda, attends all Town Board meetings, authors minutes which are available on the Town’s web site, publishes Legal Notices, receives and opens bids for the purchase of Town materials and equipment.
  • Records Management Officer – Maintains active and archival Town records and responds to Freedom of Information Law Requests (FOIL) and general inquiries.  Maintains records of adopted Town laws and budgets, contracts, bonds, and deeds.
  • Registrar of Vital Statistics – Records and issues birth and death certificates for those who are born or die within the Town limits.
  • Communications Officer – Maintains and updates the Town web site, the community calendar, CTV 20 message board and publishes the Town newsletter. 
  • License Officer – Issues marriage, dog, hunting, fishing and games of chance licenses as well as permits for commuter parking, handicapped parking.
  • Human Resources Manager – Processes new hires and terminations in accordance with Westchester County and Civil Service procedures. Manages employee benefits and maintains personnel records.
  • Custodian of Elections – Coordinates primary, general and special Town elections and referendums.  Responsible for voting machines, polls and election inspectors.  Liaison with Westchester County Board of Elections on all voting issues, designates Town polling places in consultation with Board of Elections, monitors population and revises election districts as needed.

Town Board Agendas and Minutes

The current agenda is available on the web site two business days prior to a Town Board meeting.  Submissions for Town Board agendas must be received by the Town Clerk by 12:00 noon two business days prior to the meeting date.  If the item is complex and requires extra study, it should be submitted well in advance of this deadline.  Items may be deferred to a future meeting date.

Current and previous Town Board meeting minutes are available on the web site.  Note that current minutes are not posted until they are approved by the Town Board at its next meeting.

Copies of Town Board minutes are also available at the Town Clerk's office for 25 cents a page.

Copies of Local Laws and Maps

Copies of local laws are available on the Town web site.  Zoning pamphlets and zoning maps are available for purchase at the Town Clerk’s Office for $40 and $20 respectively.  Pamphlets/maps will be mailed for an additional $5 to cover postage and handling.  Town Code Books, containing all the laws of the Town, can be purchased for $200.

Freedom of Information Requests

Freedom of Information (FOIL) requests, available on-line, may be completed and submitted to the Town Clerk’s office.   

Marriage Licenses

A couple who intends to be married in New York State must apply in person for a marriage license to any Town or City Clerk in the State.  Although the license is issued immediately, the marriage ceremony may not take place for 24 hours but the license is then valid for 60 days. Original or certified copies of birth certificates and current driver’s licenses or passports are required.  Information regarding all previous marriages must be furnished as well as the Decree of Divorce for the last marriage.  The cost of the license is $40 which may be paid in cash or by check.

Copies of Marriage Licenses, Birth and Death Records

Copies of vital records for those who were born, died or obtained their marriage license in North Castle are on file with the Town Clerk. Birth records can be issued to the person named if 18 or older, parents of the person named, or their lawful representative.  Marriage records can be issued to the bride or groom or their lawful representative. Death certificates may be issued to current spouse, parent or child of the deceased or their lawful representative. If applying for records in person, bring photo I.D.  If applying through the mail, your signature must be notarized. The fee is $10 per copy and the check may be made payable to “Town of North Castle.”

Commuter Parking Permits

Permits for the North Castle lot on Fisher Lane are issued only to North Castle residents at a cost of $140 for six months.  The Town Clerk’s office maintains a chronological waiting list which currently contains more than 300 names of residents.  Alternatively, residents and non-residents may purchase permits to park in the larger lot on Fisher Lane, managed by Westchester County, which has a shorter waiting list.  For information about this lot call 995-7582.

Daily metered parking information is available from the White Plains Parking Authority at 422-1232.

Handicapped Parking Permits

Applications are available from the Town Clerk’s office or on the Town web site.  They must be completed by the applicant and his or her physician.  Permits can be issued only to Town residents.  The permit, issued for a period of up to three years, is valid in any handicapped parking space in New York State and is recognized by many other states as well.

Dog Licenses

All dogs four months of age and older must be licensed. Rabies vaccinations may be administered after the puppy reaches three months of age. The licensing fee is $7.50 for a dog that has been spayed or neutered. The fee for a dog that has not been spayed or neutered is $15.50. To obtain a dog’s first license, owners must submit a current rabies vaccination certificate and a spaying or neutering certificate along with the applicable fee. For subsequent license renewals, only a current rabies vaccination certificate is required.

Applications are available from the Town Clerk's office or on the Town web site. Checks for licenses may be made payable to the Town of North Castle.

Hunting and Fishing Licenses

New York State hunting and fishing licenses may be obtained at the Town Clerk's office.  Hunters should bring their driver's licenses and previous hunting license or a hunter education certificate when applying. Backtags are not valid proof of eligibility.  No certification is necessary for fishing licenses.  The fees vary according to the license type.

Notaries Public

Notaries Public are available in the Town Clerk's office and several other Town offices. Offices with notaries are indicated with an * on the town government telephone directory.
