The Highway Department is responsible for maintaining Town roads all year and for snow and ice control on Town, State and County roads within the Town of North Castle. Described below are programs offered by the Department and information concerning when permits are required for work within the Town right-of-way or street.  The Department is proud to serve the residents of North Castle and asks for your help by becoming familiar with our programs and procedures.

BRUSH  PICK UP PROGRAM

Homeowners who prune their trees and shrubs should place the brush at the curb with the cut ends facing the road. Branches cannot be longer than 4 feet and no greater than 4 inches in diameter. Brush piles cannot be taller than 4 feet and no longer than 25 feet. Only one pile per household is permitted per pick up. Whole trees, logs, stumps, building material and household debris will not be picked up. If a contractor or gardener prunes large quantities of branches, please arrange for the debris to be removed as the Highway Department is unable to do so.

The brush chipper is in your zone one week every month. Brush must be curbside by Monday of your pick up week.

LEAF COLLECTION SERVICE - BAG PICK UP PROGRAM

The North Castle Town Board voted unanimously on Sept. 9, 2009 to discontinue vacuuming leaves effective immediately and to provide year-round bagged leaf service. This represents an annual savings of approximately $500,000 in fuel, supplies, services and personnel.

Residents are strongly encouraged to keep leaves on their properties by composting or blowing them into their woods. Any remaining leaves that cannot be accommodated on the resident’s property must be placed in biodegradable paper leaf bags not weighing more than 40 pounds when filled and left at curb-side. Please notify landscapers of this change in procedure.

Bags may be purchased from the North Castle Highway Department (50 cents each) or elsewhere. Highway hours are: Monday – Friday from 7:30 AM – 3:30 PM.

Note: Due to recycling requirements, we cannot collect leaves and grass clippings that are in plastic bags.

PERMITS FOR WORK IN RIGHT-OF-WAY/STREET OPENINGS

A Highway Department permit is required for all work in the Town right-of-way (ROW) and/or street. Under no circumstances are plants, dog fences, sprinkler systems or structures permitted in the ROW.  Please call the Highway Dept. at (914) 273-3561 for application and/or information.

Permit Requirements:

1. Certificate of Insurance:

  • Must list the Town of North Castle as a certificate holder
  • General Liability $500,000 minimum
  • Workers Compensation coverage

2. Fees:

A. Street Opening  - Permit Fee $25
Refundable Bond - $1,000 up to 200 sq. ft. (plus $5 per sq. ft. over 200 ft.) Bond will be deposited and retained until final inspection by Highway Department.

B. Work Within the Right-of-Way – Permit Fee $25
Refundable Bond - $750 up to 750 sq. ft. (plus $1 per sq. ft. over 750 sq. ft.) Bond will be deposited and retained until final inspection by Highway Department.

Checks should be made payable to the Town of North Castle.

STREET LIGHT OUTAGES

Street light outages in the Town should be reported to Assistant General Foreman Jamie Norris at (914) 273-3599.
