The Receiver of Taxes is responsible for collecting taxes for the Town, County and Special Districts including five Water Districts, three Sewer Districts and three Lighting Districts. She also collects for all of Byram Hills School District and proportionate amounts for Bedford, Valhalla, Harrison and Mount Pleasant School Districts for North Castle students who attend these schools.
Tax Receiver’s Office also:
- Receives levies, records and deposits funds collected within 24 hours.
- Prepares all necessary paperwork and arranges refunds for all Small Claims and Certiorari Settlements.
- Maintains accurate records; payment history, mailing address, payment arrangements for approximately 5,000 parcels and 1,600 water accounts.
- Provides Finance Department with weekly, monthly, and annual reports.
- Prepares Delinquent Tax List annually to the Westchester County Clerk and Redemption Certificates upon satisfaction of arrears.
- Prepares Tax Rates, Warrant and Legal Notices for collection.
- Prepares and generates approximately 20,000 bills annually, of which 10,500 are either mailed directly to taxpayers or emailed to lenders, while retaining a duplicate copy for every parcel.
- Calculates and restores all exemption removals.
- Provides quarterly tax collection figures to the United States Census Bureau.
The office handles an abundance of phone calls from taxpayers, lending institutions, real estate agencies, title companies and attorneys at closings.
A “Newcomer Packet” is sent to every new home owner upon arrival. If you are a new homeowner who has not received this packet, or an existing resident who has changed your mailing address or your tax payment arrangement in anyway, please contact this office so that we can revise our records.
For over 16 years Tax Receiver Patty Colombo has been a member of the New York State Receiver's and Collector's Association and the Westchester County Receiver of Taxes Association, now serving as its vice president. This enables her to keep abreast of updated legislation and procedures. The primary goal of the Tax Receiver's office is to welcome and provide each and every taxpayer with courteous, professional and prompt service. Stop by the office any time in the Town Hall Annex.

If your taxes are not paid through an escrow account and you do not receive your tax bill within the first few days of the collection month, (January, April, September), please notify the Tax Receiver’s office immediately.
If you are moving and are in a water district, please contact either the Tax Receiver’s office 914-273-6620 or our Water Department at 914-273-1882 to arrange for a “Final Meter Reading” as a final bill must be generated and paid prior to or at your closing.
Tax payments must be in the Tax Receiver’s Office by 4:30 p.m. on the last day of the tax collection month. To avoid any possibility of delay by mail, we suggest that if payment of taxes is to be made within the last few days of the month in which due, make certain that it is either hand delivered to the tax office or that you witness a timely official United States postmark being affixed to the envelope. Please know that office meters and foreign postmarks are not acceptable when received after the due date. If these deadlines are not met, the payment is considered late and subject to penalty.
New York State law provides that a Municipality cannot waive penalties on tax payments received after the due date for any reason.
When paying in cash, please bring the exact amount as we cannot make change.

Any unpaid water tax bills outstanding by February 1st will become a Water Lien and appear on your Town and County tax bill.

EXEMPTIONS

THIRD PARTY NOTIFICATION
If you are 65 years of age or older or disabled and you own and occupy a 1, 2, or 3 family residence, you may designate a consenting adult third party to receive duplicate copies of your tax bills and notices of unpaid taxes until further notice. Applications may be obtained in person from the Tax Receiver's Office.
