Supervisor

The Supervisor is the Chief Elected Officer and Chief Fiscal Officer of the Town of North Castle. New York State law requires a town's chief elected official to hold the title of "Supervisor" whereas the chief elected officials in villages and cities are called "Mayor".

As a presiding member of the Town Board and the Chief Fiscal Officer, the Supervisor is responsible for maintaining the financial health of the Town through budgets adopted by the Town Board and for the development of sound fiscal planning. The Supervisor presides over all Town Board meetings. The Supervisor is one of five members of the Town Board and they function as a legislative body of the Town and are responsible for making policy decisions, adopting the annual budget to fund the Town's operations, approving contracts, and proposing and enacting laws and resolutions for the betterment of the Town's residents. The Supervisor also represents the Town in its dealings with other towns, villages, counties, New York State, and the federal government.

The Supervisor is elected to a two-year term and the Councilmembers are elected to four-year, staggered terms. A Supervisor may appoint a Deputy Supervisor to act on her/his behalf. In 2009 the Town adopted a Town Administrator model, and in 2013 the Town Board hired its first Town Administrator, who is responsible for the day-to-day operations of the Town and reports to the Town Board.
